The Formal People's WhistleBlower Complaint

  1. THE CONGRESS OF THE UNITED STATES OF AMERICA,     

    1. THE US HOUSE OF REPRESENTATIVES AND CERTAIN NAMED COMMITTEES (House)

    2. THE US SENATE AND CERTAIN NAMED COMMITTEES (Senate)

    3. COLLECTIVELY: CONGRESS

  2. THE EXECUTIVE BRANCH OF GOVERNMENT (Executive Branch)

  3. DONALD JOHN TRUMP, PRESIDENT OF THE UNITED STATES OF AMERICA

 

WHEREAS: In the United States, a WhistleBlower Complaint is a proper and formal Action used when a member or members of the Public recognize civic, legal, national, constitutional or other harms or threats to the Public, their Liberties and/or the Constitution as a result of any duly elected or appointed member, body, committee, or branch of the government in service to said Public:

a) failing to carry out their duties, roles, and responsibilities to that Public, or

b) committing crimes, high crimes, misdemeanors, and corrupt or unauthorized acts, or

b) imposing actions that harm that Public without valid, transparent, verified, and adjudicated evidence of or justification for the greater good of such Publics,

where Public shall mean any or all “People” in the United States as set forth in the Constitution of the United States.

 

WHEREAS: Since January 20, 2025, The Executive Branch of the United States and President Donald J Trump in particular have demonstrated flagrant corruption with open disregard for the rule of law, the Constitution, the courts, the House, the Senate, due process, rights of all People and further committing flagrant Crimes, High Crimes and Misdemeanors in full and brazen Public view and in the Public Square.   

 

WHEREAS: During this period the House and Senate have chosen to remain largely silent and unwilling to serve their vital, elected and Constitutional role as one of three equal US Government Branches to serve the Public as a guardrail to check, correct and hold accountable the flagrant wrongdoing, Crimes, High Crimes and Misdemeanors of the President and the Executive Branch. Unchecked, these failures are irreversibly shifting our Democratic Republic toward Autocracy, Oligarchy, and Kleptocracy; thus, the consequences to US Citizens and the Public are dire.

 

WHEREAS: The Framers of the Constitution and its institutions pledged to the People of the United States in perpetuity its foundational governmental design to withstand and hold accountable any and every instance of one branch of the US Government excercising corruption, assuming power or authority beyond its boundaries, violating laws and norms, or carrying out its duties as miscarriage; providing for the other Branches to respond, check, prosecute and hold accountable such bad actions and bad actors.      

 

THEREFORE: We the Peoples WhistleBlowers by our signatures to this Complaint now demand that the House and Senate immediately take up the powers vested in their respective branches of US Government and their designated committees including the power of investigations, discovery, passing legislation, citing and condemning wrong doing by its own members, citing and condemning wrongdoing by both the Executive and Judicial Branches of US Government, for any and all Corruption, Crimes, Misdemeanors including graft; self-dealing; self-enrichment; dereliction of duty; conspiracy to defraud; sowing lies and mistruths; defying and ransoming freedom of speech; lack of a) transparency, b) evidence, c) citation, and/or d) basis of fact to support unvetted, yet consequential actions; and deference for laws, norms and procedures in the Constitution and governance of the United States. 

 

NOW, THEREFORE: The People herein, hereby register this formal complaint for the following egregious and impeachable wrongdoings:

COMPLAINTS AGAINST: Donald John Trump, President of the United States of America and the Executive Branch, requiring full and fair investigation, discovery, and ongoing oversight, with unfettered Public transparency by appropriate members of Congress, Committees of Congress and the Judicial branches of the Government including the Supreme Court, where in each investigative instance to demonstrate to the Public the absence of loyalty or fealty to the President, the Executive Branch, or any political party, demonstrating loyalty only to the said Public and the Constitution. By example, to adjudicate before a panel of credentialed Constitutional and American History scholars, and retired judges originally appointed in equal numbers of both major parties.

​​​SECTION 1: Corruption/High Crimes:

  1. Obstruction of Justice and Abuse of Executive Power: Including denial of due process, unlawful deportations, defiance of court orders, and misuse of the Department of Justice.

  2. Violation of International War Powers Act in Role as Commander in Chief of the Armed Forces for the Murder of Water-going ship crews with no due process.

  3. Abuse of Trade Powers and International Aggression: Including imposing economically damaging tariffs and threatening military invasion against sovereign nations.

  4. Violation of First Amendment Rights: Through retaliatory actions against critics, media, and attorneys exercising constitutionally protected speech

  5. Bribery and Corruption: Involving dismissing criminal cases, soliciting foreign emoluments, and extortionate settlements for personal and political gain.

  6. Tyrannical Overreach: Seeking to consolidate unchecked power, erode civil liberties, and defy constitutional limits on presidential authority.

  7. Abuse of Power: Implementing the Project 2025 Autocracy Blueprint to utilize the tools, mechanics and democratic features of the US Constitutional Democracy to transform said Constitutional Democracy into a soft or full Autocracy.

  8. Abuse of Power: Judicial Contempt:  Deporting over 300 “People” to a mercenary-paid Salvatorian prison, ignoring their rights under the Constitution and without due process nor evidence filed in a proper court or jurisdiction.

  9. Abuse of Power: Repeated actions and efforts to threaten the Free Press in blatant violation of the First Amendment.

  10. Abuse of Power: Obstruction of Congress: Implementing massive Tariff Policy resulting in Double Taxation of US Citizens without due process and passage of supporting laws by Congress.

  11. Abuse of Power: Obstruction of Congress: Implementing haphazard and incoherent reductions of US Government Agencies, without evidence, justification of the Public interest, coherent plans, or any semblance of transparency.

  12. Abuse of Power: Using Congress’s “purse” and approval of expenditures as a weapon against Major Universities, nations, organizations, states, public schools, government civil servants, divisions, departments, and others.

  13. Abuse of Power: Requiring Fealty rather than competence in the cabinet, upper ranks of government, and civil service to the detriment of the public good of those government agencies, functions, and civil purposes.  

  14. Terminating the Office of Special Counsel, 17 inspectors general, and the director of the Office of Government Ethics (among many, many others) all independent career civil servants providing oversight and appointed to root out abuses of power, waste and mismanagement, replacing with MAGA loyalists, thus removing neutrality and oversight to replace with Fealty, partisanship and overwhelming propensity for corruption.  

  15. Creation of an Unlawful Office: By establishing the Department of Government Efficiency (“DOGE”) and unlawfully empowering Elon Musk to unilaterally violate the Constitution without congressional oversight or public reporting, where the structure and procedure for such efforts have been clearly established during prior presidencies, particularly the Clinton / Gore presidency.  

  16. Abuse of Power: Corruption. Graft. Direct, overt, and indisputable levels of self-dealing, graft, and self-enrichment for Trump, his closely held family businesses, his extended family, and, those wealthy individuals, political donors, and political appointments that help assure purchased loyalty. 

  17. Abuse of Power:  Transforming US Military purposes with no oversight from Congress by converting the US defense of democracy around the world into Mercenary Forces for hire in return for a nation’s natural and earned resources;

  18. Numerous violations of the Hatch ACT by openly engaging in political speech, rallies and fundraising while performing Official presidential and State duties.

  19. Numerous violations of the Foreign Emoluments Clause and Domestic Emoluments Clause of the United States Constitution.

 

SECTION 2:Corruption/CRIMES.

  1. Crimes: Donald Trump is a 34-time convicted felon for efforts to deceive the American public during the 2016 election.

  2. Crimes: Donald J Trump has been found guilty of Sexual Assault in the Jean Carrol Rape Case made more egregious by the subsequent Trump public denial and defamation and of damaging the reputation of Carroll.

  3.  Crimes: Crimes against the president that have not yet been adjudicated, including:

    1. Inciting the January 6 attempt to disrupt the peaceful transfer of Presidential Power and to plan, organize, and invoke an Insurrection against the Government, its Capital, and its Institutions.

    2. Soliciting and accepting $10 million from sources in Egypt in 2015 at a critical juncture in that presidential race in defiance of clear US Election laws prohibiting support from foreign nations.

    3. Found to be highly likely to have personally encouraged and negotiated a range of support from Russia in his quest to win the 2016 Presidential election, as revealed in the 2018 Mueller Investigation.

    4. Transferred over 100 cases of US sensitive and highly secret documents after his First term and further refused to return, then tampered with such records.

    5. Maintaining undisclosed, unreported communications and relationships with Vladimir Putin while out of office and in possession of classified and highly classified US documents.

 

SECTION 3:Misdemeanors

  1. As a Pathological Liar, a clinical disorder, meaning mentally unable to control the behavior of lying, Donald J Trump lacks the Character and mental capacity required of the Office of the President.

    1. The distortion and amplification of lies from the Executive Office sows chaos for the Public as an intentional counter-voice against truth and skews the boundaries between truth and untruth, creating a societal dysfunction known as Anomie or normallessness, aka Orweilian.

    2. Over 30,000 documented lies were recorded during the first presidential term, approximately 200 lies per day.  

  2. Tax Evasion: While publicly discovered income tax information seems to reveal a long history of tax evasion, cheating, and abuse, the man who asks Americans to vote and trust in him for the highest office refuses to share his record of paying federal Income taxes on himself and his many conflicting business holdings.

  3. Breach of Oath and Public Trust.   Trump has spent the vast bulk of his time and efforts over the past 9+ years fighting civil, felony and federal suits, claims and legal actions, not through establishing facts of innocence, but rather through repeated delay tactics and a revolving door of legal representatives, many of whom are now barred from legal practice. 

    1. With this record of near-constant litigation, Trump has failed to at any time appear under oath as a witness in his own defense, standing before a judge, jury and the American people, to defend himself.  

    2. At the same time and moment of these litigations for which he failed to defend himself under Oath, He used his public voice to deride, rail, and hurl untruths at Judges, members of the court, and faithful Public Servants doing their non-partisan legal duty to uphold the laws of the land.

    3. Our laws give Citizens the right to refuse to speak under oath, but few citizens then ask the nation to allow that person the ultimate oath in our highest office – to uphold the Laws and norms of our governance and the Constitution, such Constitution which makes no mention of political parties by design.

    4. To meet the necessary Character for the highest office in the US requires full oath-based disclosure, which past modern Presidents have granted and accepted. However, this particular President has decades of lying, litigation, culpable action, and few if any instance of proving innoncense for legal charges against him, but rather having used the system of laws, protections, defense, contractual non-disclosures, and myriad legal tactics to achieve only technical legal adjudication resulting in cleared and dropped charges rather than proven legal innocence.   Thus, with such a decades long amoral legal history, such person can only demonstrate requisite Presidential Character and personal innocence under oath and on the record, for which Lying would be Impeachable, while not getting under oath shows a lack of requisite Presidential Character, given that three times since 2016 he has asked the American Public to trust him to assume the Oath of Office for the highest office in the country.
